Today I read a headline (1_________) the Mainichi Shinbun Online that stated

「万引き外国人、逃走中に電車にはねられる」と書いてあった。
Why did they specify it was a foreigner? なぜ外国人と書く必要があったのだろうか。

The fact that he is a foreigner is totally irrelevant.
